Reservation of children's and youth's
facilities in Menorca

VERY IMPORTANT. CHANGE IN THE REGULATIONS FOR CHILDREN AND YOUTH FACILITIES.
The Official Gazette of the Balearic Islands number 169 dated December 29, 2022, published Law 10/2022, of December 23, on educational free time for children and youth of the Balearic Islands.

In accordance with article 23.1 and 23.2:

“1. Children and youth facilities are infrastructures specifically designed to accommodate children and young people within the framework of the development of children's and youth educational free-time activities or to provide temporary accommodation for young people for work or training reasons. Facilities that don`t have an exclusive orientation for children and youth are excluded, and are subject to the regulations specific to the type of construction or activity in question.

2. To be considered as such, children's and youth facilities must have a clear pedagogical and/or social purpose that must be reflected in their educational project and in their ordinary activity."

In accordance with article 23.4 of said law, the definition of youth facilities is as follows:

“a) Hostel for the leisure of children and youth: establishment that is intended to provide accommodation, through rooms for collective use, to young people and groups of young people that offers different services and spaces shared with other users to facilitate their self-organization and interrelation......

b) Children's and youth camp: outdoor equipment in which accommodation is made in tents or other similar portable elements, with a series of fixed elements, duly conditioned to develop educational and leisure free-time activities for children, girls and young people.

c) Holiday houses: establishment that is intended to provide accommodation for groups of boys and girls or young people participating in free-time educational and leisure activities, under the conditions that are determined by regulation.”

According to article 25, users will be:

  • Boys, girls and young people up to 30 years old and groups of boys, girls and young people.
  • Exceptionally, children's and youth facilities can accommodate people over 30 years of age under the conditions determined by regulation by the island councils in the following cases:
    1. When they participate together with children and young people in the activities they carry out as monitors, educators or support personnel.
    2. When it comes to families with children and young people who participate in activities that, due to their characteristics or social interest, justify the use of the facility.
    3. When they participate in educational, public interest or social activities promoted by public or non-profit entities.
    4. Children and youth educational free time professionals, regardless of their age, who carry out activities related to their training, training and internships.
